Acts as an internal and external resource on international trade specifications, regulations, and legislation; that affect how, where, and to whom we conduct business.
Drives development and implementation of corporate policy through strategic partnerships with government and industry groups aligning with business objectives. Company*s contact for legislative and public policy matters. Serves as company liaison to, and fosters relationships with, key members of government and industry groups to promote company interests. Prepares policy briefings, testimony for pending legislative actions, and provides thought leadership and recommendations.
Ensures appropriate company participation in government forums and industry group meetings. Works with leaders of government and industry to influence public policy, monitor government initiatives and advocate for specific plans to advance the company's objectives. Selects, develops, and evaluates personnel to ensure the efficient operation of the function.
Assists in the development of short, medium, and long term plans to achieve strategic objectives. Regularly interacts across functional areas with senior management or executives to ensure unit objectives are met. Ability to influence thinking or gain acceptance of others in sensitive situations.

Oracle Corporate Affairs leads Oracle’s engagements with public policy makers worldwide seeking to ensure a public policy environment conducive to the growth of Oracle’s business.
The Corporate Affairs team includes representatives in Washington, Corporate Headquarters in California, Europe, India, China and Latin America.
We are creating a new position for a Director of Public Affairs for Sub-Saharan Africa who will be based in the region taking direction from the Vice President, Global Public Affairs and working closely with the key country leaders as well as selected senior management in the EMEA organization.
He or she will also develop close working relationships with public affairs colleagues from Oracle Corporate Affairs in the EMEA and across the globe.
Role and Responsibilities
Develop a network of key elected officials, civil servants and other stakeholders relevant to Oracle’s public policy agenda and coordinate Oracle engagement plans to ensure consistent, impactful and timely messaging
Manage Oracle’s reputation with government officials to establish and maintain our profile as a trusted and credible contributor on public policy issues and as a business partner
Identify and prioritize engagement opportunities with government officials and establish Corporate Affairs as the leader with respect to engagement on policy matters
Identify key public policy initiatives which could have a significant positive or negative impact on Oracle’s business or the interests of our customer base in the region
Develop strategic plans (including on a cross functional basis when required) and provide leadership to resolve identified public policy opportunities or challenges
Ensure that Oracle executives are apprised of relevant public policy developments working with business units to ensure alignment between our public policy strategy and Oracle business strategies
Identify allies on public policy issues, ensure coordination and build alliances to affect policy changes
While focus is likely to be on central government entities, develop, lead and execute engagement plans with regional and local authorities when priorities dictate.
Qualifications
A record of accomplishment in dealing with public policy issues concerning the business community in the region. Specific tech sector experience highly desirable.
Experience in developing and maintaining relationships with government officials at the most senior level while being recognized as a thought leader on key industry issues.
Understanding and ability to assess the impact of public policy on business operations and business growth plans
Excellent and persuasive communication skills
An impeccable sense and application of ethics in the day to day work environment and in engagement with external representatives
Ability to work independently and remotely as a member of a culturally diverse global team
Ability to think strategically and conceptually while acting tactically
A track record of confidence and competence in both leading and managing cross sectoral teams and project management within the corporation
Excellent negotiating skills
Appropriate academic qualifications
Fluency in both French (ideal) and English
Requisite legal status to live and work in the home location in the region.
