Job Title: Field Manager
Location: Damasak, Borno
Proposed start date: as soon as possible
Line Manager: Area Coordinator
Objective 1
Field office and portfolio management.
Tasks and Responsibilities:
General management of the field office departments, staff and procedures.
Lead and motivate the management team in the field office.
Ensure proper PCM (Project Cycle Management) follow up and implementation of project activities in line with the different work plans through line management of the PMs (Project Managers) under the guidance of the line manager.
Supervise key programmatic achievement as instructed by line manager including action points from various meeting and timeliness in reporting.
Maintain overall coordination of field office activities including organizing and chairing weekly field office meetings.
Weekly submission of bi-weekly situation reports to the Coordination Team.
Objective 2
Monitor the Safety and security of Action Against Hunger staff and assets.
Tasks and Responsibilities:
Analysis, identification, quantification and, through line management, mitigation of assessed risks.
Maintenance of updated security plans (procedural, SOP, MOSS, health, evacuation)
Development and maintenance of security network (formal/informal) at field level.
In coordination with DCD HP, responsible for decisions regarding the Security and Safety of Action Against Hunger premises and staff in LGAs of responsibility in Borno state.
Closely coordinate with Crisis Management Team (Country Director, Deputy Country Director HP, Security Coordinator and Logistics Coordinator) for any developments on the security situation.
Brief all staff on security and context changes as needed.
Objective 3
Overall management of support functions.
Tasks and Responsibilities:
Managing the Finance, HR and logistics Field team at the base level: develop clear objectives, perform regular coordination meetings with the finance, HR and logistics managers to ensure sound management of individuals and synergy of objectives/vision among the team;
Monitor the compliance of Action Against Hunger financial, logistics and HR Guidelines;
Ensure organisational compliance with donor policies and guidelines, in addition to country specific (Nigerian) regulations;
Coordination with finance and logistics managers to ensure synergy between cash flow and procurement planning to meet operational need;
Facilitate meetings with support department and project managers on a regular basis to ensure coordination of all cross�over issues;
Facilitating effective communications between Field Coordinators, and field level support managers to ensure support department performance remains optimal;
Developing where needed, clear guidelines, ways of working and tools to ensure a more effective support to program development and implementation;
Ensure compliance of Action Against Hunger Charter and working to prevent all forms of abuse of power or position.
Objective 4
Field representation of Action Against Hunger and adherence to Mandate/Charter/Principles.
Tasks and Responsibilities:
Represent Action Against Hunger to stakeholders in LGAs of responsibility and liaise/exchange. information with line manager to ensure common Action Against Hunger positioning in humanitarian issues.
Promotion and defense of humanitarian principles towards all stakeholders.
Training and reinforcement of understanding and adherence to humanitarian principles by Action Against Hunger staff.
Maintenance/expansion of regular relations with field-based donors, authorities and partners.
Compliance with national laws, regulations and best practices.
Ensure respect of Action Against Hunger Code of Conduct by all Action Against Hunger staff.
Development of an information (formal/informal) network.
Objective 5
Performance Management.
Tasks and Responsibilities:
Communicate Action Against Hunger performance standards and expectations to team members;
Establish performance objectives, provide feedback, identify strengths and areas for professional improvement;
Contribute to the professional development and improvement of team members by providing support.
Internal & External Relationship
Internal:
Area Coordinator: hierarchical relationship – technical support – exchange of information'
Deputy Country Director-North East: technical supervisor – technical support – exchange of information;
Operations Support Coordinator: exchange of information and collaboration on support and planning matters;
Project Managers: Direct reports - exchange of information and coordination (integrated approach)
Field Office Log and Finance Assistant: direct reports.
External:
Local governmental and non-governmental partners: exchange of information, coordination, training, supervision, influence on choice of technical options.
Local representatives of international aid organisations: exchange of information.
Reporting Responsibilities
Monthly field activity report;
Bi-Weekly to project situation;
Monthly Cash Forecasts and revision;
Monthly Accountancy.
Qualification
Degree in Accounting, Management, Finance, or related field; MBA or similar higher degree a plus.
Skills & Experience
Essential:
3+ years of experience in positions of progressively more responsibility and scope, in one or more of the following areas: Administration, HR, Finance, Logistics;
Experience in supervising and managing large teams;
Exceptional organization and planning skills;
Highly developed interpersonal, communication and leadership skills, able to negotiate, influence, give effective feedback, foster teamwork, promote cohesion, bring diverse teams, staff and peer-level colleagues into alignment around work plans and organizational objectives;
Ability to manage stress effectively, juggle competing priorities, balance various programmatic, logistic and team needs;

Preferred:
Previous management experience, including management of multiple teams/departments;
Previous Action Against Hunger experience;
Experience with donor-funded programs and INGO context.
