The Complex
The Vice Presidency for Private Sector, Infrastructure and Industrialization is central to the Bank’s mission of developing the private sector, improving infrastructure and accelerating industrialization
The complex main functions are to:
Strengthen the enabling environment for private sector [and financial sector] development conducive to inclusive growth and sustainable development
Support the development of reliable and sustainable infrastructure, including cities and urban development, and
Place renewed emphasis on industrial and trade performance in support of structural transformation across Africa
The Complex leverages knowledge, co-financing, and partnerships to attract private capital and work with governments on delivering the Bank’s development agenda.
The Hiring Department
For effective, coherent and harmonized Private Sector Operations performed by the 5 sectoral departments of the Bank (Energy, Infrastructure, Industry and Trade, Agriculture and Social Services, Financial services) a Central Support Department for NSOs-related activities (PINS) was recently put in place
The primary role of PINS is to:
Assist Sector Departments to efficiently design and monitor NSOs, in a coherent manner, in line with the best market practices and in consistency with the Bank’s related Strategies, Policies and Guidelines, including the Bank’s Private Sector Development Strategy and Policy,
Manage the corporate portfolio and provided shared services to other NSO departments
The Position
The Division Manager is responsible for the Portfolio Management (corporate wide and for all asset classes), providing support to NSO Departments and internal stakeholders parties in charge of monitoring the financial integrity and reputation of the Bank as well as its external partners (including external auditors and rating agencies, etc.).
The incumbent leads and oversees the work performed by the staff of the Division
He/She advises Management on issues pertaining Portfolio performance and sustainability
He/she also takes an active part in committees/task forces related to private sector development issues, within the Bank and when required, those initiated and led by the other DFIs partners.
Duties and Responsibilities
Under the supervision of the Director, the Division Manager will perform the following duties:
Support to NSO Departments by playing the role of Back office. It conducts an independent assessment of all triggers to first and subsequent disbursements (compliance reviews, confirmation of request status), monitor loan movements and validate waivers.
Implement and oversees the implementation of portfolio management framework, tools and infrastructure and early warning system to improve the overall quality of the portfolio.
Periodically report to the Board and Senior Management on portfolio status and alert any potential issues on projects due to emerging development in the portfolio or/and in the operating environment
Perform middle office and back office function including valuation, sell-down and portfolio exits, collateral management.
Develop/Implement and oversee portfolio management policies, guidelines and procedures to improve the overall business profile of Bank and sustain strong private sector portfolio growth
Conduct portfolio analytical work and provide portfolio advice to Sector Departments. It consists of developing benchmarks in line with the market trends and strategic portfolio targets, assessing the portfolio soundness and providing support for Senior Management strategic decision making on pipeline development and portfolio diversification.
Lead the development of norms and standards related to project monitoring and initiative related to the Bank business portfolio development
Review and update guidelines related to Private Equity.
Provides leadership to the Portfolio Management Help Desk and Business Center for effective portfolio management by sector departments and staff involved workout, and recovery of loans.
Selection Criteria
Including desirable skills, knowledge and experience:
Hold at least a Master's Degree or its equivalent in Business, Finance or Economics.
Have a minimum of eight (8) years of relevant experience, out of which 4 years should be at a managerial level of extensive and in-depth experience in corporate portfolio management, in private sector business development, financial and econometric analysis.
Have managed during the past three years multi-disciplinary teams of minimum of 10 staffs
Comprehensive state-of-the-art understanding of investment and portfolio management techniques and familiarity with relevant strategies, policies, procedures and practices of development finance institutions; Knowledge of MDB’s private sector business will be an added advantage.
Leading organizational change through stakeholder management and communication plans and training development and delivery on NSO portfolio management
Establishes and maintains effective working relationships with internal and external customers, partners and stakeholders and maintaining very strong and successful partnerships
Ability to develop initiatives, continuously expand understanding of relevant business practices and systems/technology and share knowledge and NSO departments
Demonstrated leadership skills, strong team work and communications skills in a highly diverse environment.
Proven ability to effectively plan, direct, organize and administer diverse activities to ensure effective delivery of work program with excellent people management and problem solving skills
Ability to plan and manage staff to achieve high quality results and encourage innovation in an open team-based environment, inspiring trust and influencing and resolving differences across organizational boundaries.
Ability to communicate effectively (written and oral) in English or French, with a working knowledge of the other.
Competence in the use of Bank standard software (Word, Excel, Access, PowerPoint).
