The Civil Society Scaling-Up Nutrition in Nigeria (CS-SUNN) is a non-governmental, non-profit making coalition, made up of organizations with a shared vision to transform Nigeria into a country where every citizen has food and is nutrition secured. We pursue this lofty goal by engaging government and non-state actors to raise awareness, sustain commitment and actions to effectively tackle under-nutrition in Nigeria. The coalition was formally launched on the 7th of August, 2014.

We are recruiting to fill the position below:

Job Title: Consultant (Developing a 12 Modules Advocacy and Leadership Training Manuals and Facilitate a Training of Trainers (ToT)

Background
The Partnership for Improving Nigeria Nutrition Systems (PINNS) is a project designed to strengthen the Nigeria nutrition systems to be more Result-driven, Effective, Serviceable, Efficient and Transparent (RESET). This is to facilitate the delivery of Nutrition interventions and to hold government accountable on commitments made to allocate, release and use transparently funds for implementation of high impact Nutrition interventions in Nigeria through evidence-based advocacy.

Malnutrition in Nigeria is caused by several factors including lack of food, improper feeding and caring practices, economic and political structures, low status and lack of education among women, etc. Therefore, a multi-sectoral approach is required for a reduction and eventual eradication of the scourge. The UNICEF conceptual framework (UNICEF 2013) brings to the fore the need for multi-actors, disciplines, sectors and systems in this effort as evidence increasingly suggests that solving malnutrition can benefit from a systems approach (WHO 2009; Hammond & Dube’ 2012).

PINNS project adopts a systems approach to strengthening bodies burdened with the responsibility of reducing malnutrition in Nigeria. It pays attention to the unpredictable interaction among factors, sectors, disciplines and determinants of nutrition, bringing to the table key tools and technical support required for the effective coordination and implementation of programs. PINNS seeks to focus on strengthening governance, policy implementation, effective coordination, financing, building the capacity of state actors, generation and effective communication of evidence and promoting accountability. This collective effort will contribute to a reduction in malnutrition, thereby improving the nutritional status of Nigerians, particularly women and children. The organizational capacity of CS-SUNN to become a leading voice on nutrition advocacy in Nigeria by deepening expertise gained from the Partnership for Advocacy in Child and Family Health (PACFaH) project and building new ones is also one of the goals the project intends to achieve.

Rationale
The nutritional status of the Nigerian women of reproductive age and children under-five is inadvertently affected by the state of the Nutrition Governance system. For instance, poor coordination of key nutrition stakeholders is a major contributor to poor implementation of nutrition programmes which directly contributes to malnutrition among women and under five-year-old children.

As CS-SUNN strives to support sustainable progress towards reducing malnutrition, it is important to support key stakeholders (state actors, CSOs and others) with requisite skills in Advocacy and leadership skills required to make meaningful contribution to the system, hence the need for a PINNS Advocacy and Leadership Training manual designed to build capacity of identified stakeholders to engage for improved funding and implementation of health and nutrition interventions in project locations.

The would-be consultant is expected to review existing health/nutrition advocacy training manuals and develop a 12 modules draft manual which will be reviewed in a 5 days manual review and adoption workshop scheduled to hold in Abuja.

Purpose of Assignment
  • The purpose of this assignment is to engage a consultant with the requisite expertise in training manual development to review existing health/nutrition Advocacy/Leadership training modules and put together a 12 modules PINNS training manual. The modules would include modules on Advocacy skill/strategies (3 modules), budget advocacy (2 modules), leadership and change management (3 modules), coordination team building (2 modules), resource mobilization (1 module), nutrition basics (1 module).
  • The draft developed will be reviewed and adopted in a 5 days manual development workshop to be facilitated by the would-be consultant. The engaged consultant will also facilitate in a 5-day training of trainers (TOT) workshop for 20 PINNS project staff.
Specific Tasks
The specific tasks for the consultants are to:
  • Review existing health/nutrition advocacy and leadership training manuals and develop a draft 12 modules PINNS Advocacy and Leadership Manual (PALM)
  • Facilitate a 5 days Manual development workshop to review developed draft and adopt for use in capacity building in the PINNS project.
  • Facilitate a training of trainers (TOT) for PINNS project staff using PALM
  • Write and submit a comprehensive report of manual development process.
Expected Outputs
By the end of the assignment the following outputs will be expected:
  • Draft PINNS Advocacy and Leadership Manual (PALM) for review at manual development workshop
  • Finalized and adopted 12 modules PINNS Advocacy and Leadership Manual (PALM)
  • Facilitate training of trainers (TOT) for PINNS project staff using the PALM training manual conducted
  • Comprehensive report of manual development process.
Required Qualifications
  • Proven ability and experience in facilitating training workshops on multidisciplinary and multicultural teams
  • Extensive experience in the development of training curricula and materials
  • Extensive knowledge in health/nutrition advocacy/budget advocacy modules development and facilitation
  • Experience “training the trainer”
  • Expertise in adult education methods
  • Demonstrated experience of training CSOs on Health/nutrition advocacy
  • Fluency in English (written and spoken) with excellent communication skills
  • Sensitivity to regional political, gender and cultural balance, ability to travel across the states by road/air and a high standard of professionalism will be an added advantage.
Preferred Qualifications:
  • Master’s degree (or equivalent experience) in Social Sciences, Education, Public health, Nutrition.
  • At least eight years of relevant professional experience
  • Knowledge Nigeria’s health and nutrition issues
Timing of Consultancy
  • The assignment will be carried out in Abuja and will last for 20 working days. 25 working days for document development (Abuja) and 5 working days for the TOT.
  • The Assignment must be completed and final submissions made by close of business of the 29th of June, 2018.
