Médecins du Monde (MdM) is an international humanitarian organization whose mission is to provide medical care for the most vulnerable populations, the world over, including France. It seeks to stimulate voluntary commitment from doctors, other health care providers, and from those whose expertise in other fields is needed for its activities, to enlist all competent support required for the achievement of its projects, and to seek at all times to encourage close working relationships with populations in its care. MdM operating in Nigeria, Borno state since October 2016.
Under the responsibility of the general coordinator, you will supervise the members of the emergency response team (ERT), emergency preparedness response and planning activities in close coordination with other humanitarian actors and other stakeholders.
You ensure team security and safety and compliance with security regulations.
More specifically, your responsibilities are to:
Carry out the risk analysis, identify the main hazards and analyse vulnerabilities of the population
Analyse the inBorno state response capacities of all stakeholders (authorities, NGO, UN), participate to coordination mechanism, and develop strong bilateral collaboration with humanitarian actors
Rank the risk matrix (MdM tools) based on potential impact and likelihood, prioritize a limited number of risks or contingencies, and prepare operational scenario
Define strategic and operational response plans and determine the require resources for its implementation
Design and implement the Emergency Response Team’s (ERT) strategy for building MdM capacity for enhanced emergency preparedness and response
Develop and maintain knowledge and learning management systems for MdM emergency preparedness and response team
Contribute to the definition / revision of MdM strategy in Borno state
Ensure appropriate administrative, financial and logistical MdM systems/procedures are in place
Be responsible for accurate budget control and overall responsibility for financial management of the EPREP component
Contribute to recruitment and selection of national staff, be responsible for the disciplinary and grievance procedures of the national team under line management
Supervise the ERT staff by approving annual performance plans and completing performance appraisals; support their professional development
Be responsible for capacity building and training of national personnel in collaboration with all technical coordinators
Carry out representation with other NGOs, UN agencies, local and national government bodies, traditional authorities, donors and other relevant parties
Participate on a regular basis to all relevant meetings and build a strong relationship with all partners
Ensure team security and safety in the new emergency sites
With the support of the logistic coordinator, proactively monitor the political, military and security situation in the new emergency sites
Ensure that appropriate security guidelines are developed, communicated, adhered to by its team
Elaborate regular activities reports
Participate to proposals and reports to donors
Skills and Experience Needed
Doctor or nurse Diploma with Master's Degree in Relief/Development or related field
Experience with an international NGO working in emergency contexts within the health sector
Experience in managing emergency response program
Knowledge and understanding of project management tools
Strong leadership skills and a supportive management style
Experience of security management at the field site level
Ability to work under a minimum of supervision
Strong problem solving and organisational skills in day to day and crisis situations
Capacity to work and to live in tense conditions
Diplomacy, negotiation and networking skills
Languages:
English fluent
French is an asset
Knowledge of Pack Office (Word, Excel)
Conditions of Employment
2800 gross monthly salary on 13 months
