Job Title: FTR Technical Officer

General Objective
The Family Tracing and Reunification (FTR) Technical Officer is responsible for strengthening the technical and operational capacities of the local partner in its delivery of comprehensive case management services to Unaccompanied, Separated (UASC) and otherwise vulnerable children in Borno State areas.
He/she will be responsible for providing an on-going technical support and capacity building to the local partner in the domain of the FTR and alternative care management.
The post holder will be based outside the Maiduguri City in the project locations subject to confirmation.
Responsibilities and Tasks
Technical and Operational Capacity Building of the Local Partner:
Ensure that the child protection case management system is in an alignment with the Nigerian CP policies and adheres to the Standard Operating Procedures (SOPs) for working with UASC and otherwise vulnerable children in Northeastern Nigeria and adheres to the main SOP tools (CPIMS, case management forms)
Contribute to design and delivery of a capacity building plan for the local partner in the domain of FTR and alternative care management, including refresher trainings and workshops throughout the project’s time-frame
Support local partner in strengthening the database system to register UASC
Support local partner in establishment of well-functional referral pathways by participating in the service mapping exercise and a regular coordination with other CP and non-CP actors on the ground
Participation in case conferences for the most vulnerable cases
Conduct regular monitoring visits, organize technical follow up meetings, draft monitoring visits reports, suggest the necessary improvements and monitor its translation intro reality
Facilitate peer-to-peer support groups when needed
Liaise and collaborate with the counterpart of the local partner to support him/her in monitoring timescales of the response, decision making, follow up, case management meetings, and case management supervisions
Draft all the FTR and alternative care management technical tools and documents
Ensure that Child Protection Data and Information Sharing protocol is respected at all times
Internal Coordination:
Closely collaborate with the Outreach Technical Officer on incorporation of messaging on prevention of family separation into community-based outreach
Closely collaborate with Case Management Technical Officers to ensure respect of the case management principles and adherence to the inter-agency SOP in the process of FRT and alternative care management
Closely coordinate with M&E Officer by providing a quality inputs into design and development of the monitoring system, participating in the needs assessments in FTR and alternative care management and evaluation processes for lessons learnt exercise and reporting purposes
Closely collaborate with the PSS Technical Officer for an increase of an overall psychosocial well-being and parenting skills within community-based alternative care
Closely coordinate with Deputy Child Protection project Manager on the overall implementation of the CP activities and drafting the weekly and monthly reports for submission to the Child Protection Project Manager
Ensure regular communication with the Child Protection Project Manager about updates, achievements and challenges through meetings, reports and ad hoc communication upon request and upcoming needs
Together with the Child Protection Project Manager, ensure the establishment and implementation of work plans, setting clear targets and activity plans
Carry out all the procedures connected with the accomplishment of the planned activities (administrative and logistical) through timely communication and collaboration with support departments
Deliver any other tasks as assigned by the Child Protection Project Manager;
External Coordination and Representation:
Coordinate with other CP and non-CP actors on the ground to effectively contribute to the service mapping exercise and establishment of well-functional referral pathways
Represent Tdh CP project in fora and meetings held at location or regional level in her/his field of expertise
Contribute to development of a community network to facilitate the project acceptance and stake holder’s contribution and ownership
Contribute to CP mainstreaming by providing capacity building trainings and workshops to a wide range of CP and non-CP actors on the Child Protection-related themes, including Child Protection Minimum Standards
Collaboration with the local authorities and a wide range of stakeholder for coordination and capacity building purposes
Child Protection:
Promote, and ensure project activities are in line with child protection principles and humanitarian principles
Ensure the project activities are well-integrated into the Northeastern Nigeria child protection system and humanitarian coordination practices and guidelines
Ensure Tdh Child Safeguarding Policy and Child Protection Minimum Standards are mainstreamed through all the programmatic activities
Report serious cases of abuse committed against children to the Child Protection Project Manager. Strict confidentiality must be respected.
Other:
Fully comply with Tdh Code of Conduct and ensure Child Safeguarding Policy is upheld at all times
Ensure adherence to Tdh standards and quality requirements in all the project activities.
Mandatory Requirements
Language Skills: Fluent in local languages and in English (speaking/reading/writing).
Education Degree: University degree in Social Work, Social Studies, Psychology/ Child's Psychology, Counseling or any other related discipline
Work experience: Minimum 2 years experience in the field of child protection / protection/ social work / case management/ FTR/ alternative care management
Knowledge & skills: Good analytical and writing skills
Computer skills: Good knowledge of the MS office software.
Other: Knowledge of child protection system in Northeastern Nigeria/Good capacity building skills/ Excellent knowledge of child protection issues and best practices / Previous experience in FTR and alternative care management is highly desirable.
Assets:
Other knowledge: Acquaintance with NGO' rules, procedures and regulations; Acquaintance with the Child Protection Minimum Standards, good knowledge of the Inter-agency Guidelines for Case Management and Child Protection, Inter-agency Guiding Principles on Unaccompanied and Separated Children, Alternative Care in Emergencies.
