Organizational Setting
Under the general supervision of the Representative and the direct supervision of the Deputy Representative, the Programme Specialist, Gender/GBV provides substantive inputs to project formulation, monitoring and evaluation, joint programming initiatives and development frameworks in UNFPA Field Office, Abuja.
The Programme Specialist, Gender/GBV will have oversight responsibility of the Gender Unit in the Field Office.
He/she will guide and facilitate the delivery of UNFPA’s programmes and ensures the appropriate application of the tools, available guidelines and procedures for gender equity and equality.
Job Purpose
The Programme Specialist, Gender/GBV provides programmatic and technical support and coordination to ensure strong partnership and collaboration with the UN as well as with national/international counterparts in a comprehensive multi-sectoral survivor-centered prevention and response Gender-Based Violence (GBV) programming.
This response includes a close cooperation with health, psycho-social, protection and legal sectors to ensure that survivor’s needs are met.
UNFPA is the Lead on the GBV Sub-Cluster which the incumbent will assist in coordination at the national level. The Programme Specialist, Gender/GBV will undertake the following duties:
Main Tasks & Responsibilities
Partnership and Coordination:
Coordinates Technical Assistance within the framework of agreed work plans for successful implementation of the gender equality component of the Country Programme.
Support implementing partners in the identification, analysis and integration of gender equality objectives into strategic development frameworks.
Works in close collaboration with the Ministry of Women Affairs and Social development and the Protection Sector Working group the UN Country Team, Humanitarian technical groups and other stakeholders to strengthen and facilitate inter-agency, multi-sectoral GBV prevention and response interventions at national and sub-national levels.
The GBV Specialist act as the GBV Sub-Cluster Coordinator at the national level and provides overall guidance and support on emerging tools an guidelines of the GBV AOR, builds capacity of GBV sub cluster member to understand, apply and utilize the tools.
Participates and represents UNFPA in humanitarian emergency coordination platforms as assigned by the management of UNFPA.
Provide technical support in developing and implementing a Multi-sectoral and coordinated GBV prevention and response programmes to include referral and reporting mechanisms, information sharing, coordination, and monitoring/evaluation.
Technical Support and Programming:
Provide Technical support and guidance to capacity enhancement for gender analysis and mainstreaming in government programmes and other counterparts.
In collaboration with Government counterparts, NGOs and other partners contributes substantively to integrate gender dimensions in UNFPA programming, monitoring and evaluation and ensures gender equity and equality in addressing population issues.
Collaborates with other stakeholders and partners, in Government institutions, the donor community and the civil society, to ensure mainstreaming of culture, gender, and human rights in all population and development programmes and policies.
Helps create and document knowledge about current and emerging gender issues, by analyzing programmes, projects, strategies, approaches and ongoing experience for lessons learned, best practices, and shares with the Field Office team for use in knowledge sharing and planning future strategies.
Coordinates and supports the coherent and effective implementation of the GBV components of the Humanitarian response
Support results based management planning, monitoring and reporting to ensure need based programming
Supports and advises the country office humanitarian response programme and builds knowledge and programming practices in relation to GBV programming through information sharing and facilitation of external and internal trainings aimed at multi-sectoral prevention and response.
Provides technical support to the development of relevant legislative, policy and advocacy documents to address GBV concerns in the context of broader gender (inequality) issues.
Assists in writing proposals and engaging in resource mobilization efforts to support joint programming and the UN Delivering as One initiative.
Undertakes follow up actions on programme implementation interventions and prepares reports. Drafts changes in the programme work plans, as required.
Facilitates capacity building workshops and other capacity building activities to counterparts.
Support advocacy and resource mobilization efforts by preparing relevant documentation, i.e. project summaries, conference papers, donor profiles and participating in donor meetings and public information events.
Facilitate the effective delivery of evidence-based advocacy messages to promote UNFPA’s programme goals taking into account political and social sensitivities
Mobilizes government counterpart obligations and explore opportunities for additional resources in support of Gender initiatives in the states under the zonal office.
Promote UNFPA visibility at all levels.
Perform any other duties as may be assigned by UNFPA Representative or Deputy Representative
Monitoring, Evaluation and Reporting:
Analyzes and reports on programme and project progress in terms of achieving results, using existing monitoring and evaluation tools and introducing new mechanisms and systems; identifies constraints and resource deficiencies and recommends corrective action.
Supervises preparation by implementing partners of annual and other periodic work plans and monitors and evaluates progress according to the Project monitoring plan, including contracts with UNFPA partners towards projected programme results, and documents and applies lessons learnt to close the gaps.
Monitors projects expenditures and disbursements to ensure delivery is in line with approved project budgets and to realize targeted delivery levels, and coordinates timely delivery of quality project and financial reporting and ensures adequacy with finance and activities.
Undertakes regular monitoring missions and meetings with relevant actors including project partners in assessing the GBV trends, patterns and advises on the prevention and response strategies.
Document lessons learnt and participate in dissemination to relevant partners.
Perform other duties as required.
Qualifications and Experience
Education:
Master’s degree in gender, population, Sociology or development studies. Specialization in gender studies is required.
Knowledge and Experience:
Professional working experience of a minimum of 7 years (Post-Graduate) preferably in programme/project management in the public or private sector linked to gender issues.
Experience in working with government institutions and donor organizations.
Familiar with issues on population, reproductive health, gender, gender-based violence and youth.
Ability to work under pressure and excellent and human relation skills.
Proficiency in current office software applications is mandatory.
Language:
Fluency in English required. Strong capability to communicate clearly and concisely in both oral and written English will be an asset.
