We are recruiting to fill the vacant position below:

Job Title: Food Security & Livelihoods Manager

Location:
Maiduguri, Borno

Job Summary
  • The Food Security Manager will ensure effective implementation of the WFP-funded emergency food assistance program targeting upwards of 173,548 beneficiaries across NE Nigeria with GFD and CBT interventions.
  • The Food Security and Livelihoods Manager (FSM) will be expected to ensure timely, accountable and protection-sensitive delivery of the food and voucher distributions, mentor and manage field staff, ensure open lines of communication with WFP and with IMC Security Unit.
  • The FSM is responsible for reporting on program delivery to internal and external stakeholders, in collaboration with the Nutrition Coordinator and M&E Manager. In addition, s/he will play a key role in program development and will review the relevance and appropriateness of distribution modalities in consultation with the Nutrition Coordinator, Emergency Program Coordinator and Program Director and donors, particularly with a view to contingency planning for lean/rainy season and, develop a Food Security strategy linked to different modalities of implementation while facilitating Livelihoods and Recovery activities.
Essential Duties and Responsibilities
  • Responsible for the management of Food Distributions including direct oversight of distribution timeliness, and accountability for distributions,, managing staff, arranging logistics, safety, reporting, PDM, market surveys and other evaluations of impact, gender and protection mainstreaming
  • Lead and manage a team of staff, conducting performance reviews, setting objectives and ensuring expected performance criteria are met
  • Ensure high quality project implementation in accordance with donor and IMC regulations as well as in line with agreed log frames/indicators, budgets, procurement plans, and work plans.
  • In Support of the Project Manager, oversee the expansion of WFP-funded programs being implemented by IMC in Borno state (GFD and CBT, potentially to include livelihood programs in some locations)
  • Work with the Budget Holder, ensure that activities and expenses are regularly monitored and, as needed, action plans with follow-up are developed to correct any over- or underspending in a timely manner.
  • Work closely with Logistics and Procurement Manager and Supply Chain Officer in order to ensure that proper documentation and accountability of supplies is in line with donor requirements and best warehousing / distribution practices.
Coordination:
  • Pro-active communication and coordination with other IMC teams (programmatic and support functions) to ensure safe, timely, effective and accountable achievement of objectives and targets.
  • Regular coordination and liaison with WFP, the FS Sector Working Group partners and other actors in the field including SEMA, contributing to shaping the overall FS strategy of the NE Nigeria response. This includes contingency planning for lean/rainy season and any new emergencies.
  • Maintain strong links with WFP program, logistics and M&E teams in Maiduguri to facilitate joint planning and smooth distributions from central warehouse to end point
  • Coordinate and monitor vendors selected to offer CBT services to beneficiaries
  • Ensure IMC’s programming approach is known and correctly understood by all stakeholders.
Donor Relations / Funding:
  • Reports in a consistent and timely manner to IMC managers and donors with regard to project progress and future plans.
  • Represent the organization to other implementing partners, government, and donor entities at field level – mainly WFP. Help build strong relationships with donors and UN agencies at field level to ensure predictable funding for IMC’s FS programming in Nigeria.
Administration: Finances, Human Resources, and Logistics:
  • Provide appropriate and timely feedback to program staff regarding their performance, including annual staff performance appraisals. Identify with the needs and opportunities of protection staff for their professional development.
Monitoring, Evaluation, Accountability, and Reporting:
  • Participate as required in project kick-off, closeout and review meetings. Ensure documentation and follow up of action points in a timely manner.
  • Include the participation of beneficiaries and communities, particularly those most vulnerable or at-risk, in all stages of the project cycle where appropriate.
  • Ensure that all FS activities are included in project M&E plans and work closely with M&E Manager to ensure learning is institutionalized in programming. Ensure key lessons learned are incorporated in new FS project proposals.
  • Strengthen accountability activities for food/cash distributions, ensuring that feedback from all relevant stakeholders is considered in program design.
  • Lead on monthly reporting to WFP (Maiduguri), and end of project narrative reports
Prevention of Sexual Exploitation and Abuse:
  • Actively promote Prevention of Sexual Exploitation and Abuse (PSEA) standards within International Medical Corps and amongst beneficiaries served by International Medical Corps.
  • Perform other duties as assigned by the Emergency Program Manager (EPC), Program Director (PD), the Country Director (CD) and the Technical Unit (TU)
Requirements
  • University level degree in Development Studies, Agriculture, Nutrition, Public Administration or a closely related field
  • Minimum 3 years technical experience in food security programming, including managing WFP-funded projects
  • Demonstrated success in building systems for tracking and reporting on food/commodity distributions and Cash Based Transfers
  • Understanding of protection principles, conflict sensitivity
  • Proven ability to build external relationships with diplomacy, tact and professionalism in a complex and demanding environment.
  • Proficiency in common computer packages i.e. Word, Excel, Power point etc.
  • Must show ability to work in an isolated and challenging environment.
  • Fluency in written and spoken English. Ability to speak Hausa/Kanuri a plus.
Supervisory responsibilities:
  • Project staff assigned to the project
