Danish Refugee Council (DRC) is a Danish international non-governmental organisation, which promotes and supports durable solutions to the problems faced by refugees and internally displaced people all over the world. DRC is present in more than 30 conflict territories around the world assisting displaced people with shelter, food, income generating activities, and wide range of other assistance. It is of utmost importance for DRC to work in compliance with the DRC Accountability and Quality Management system and national legislations. Smooth, reliable and effective operational systems are preconditions for DRC to maintain its position as a trustworthy and reliable partner for our donors and an accountable organisation towards our beneficiaries.
Duties and Responsibilities
General Programming & Operations :
Carrying out Shelter needs assessment for returning refugees and IDPs and using results in designing intervention measures.
Carrying out the selection, design and construction of shelter solutions in use by DRC.
To formulate and implement capacity building plans for teams and individuals that will be involved in implementation of shelter activities.
Ensure efficient and Effective program implementation while following the budget and work plan.
Participate in preparing monthly/quarterly/annual highlights/ reports and proposals and budgets for donors.
Mobilization of beneficiary communities to maintain the established/rehabilitated shelters.
Lead the Shelter and WASH team in carrying out monitoring and evaluation exercises.
Coordination and Representation:
Collaborate with relevant Internal and External technical experts on Shelter issues.
Represent DRC at Shelter meetings and other relevant technical coordination meetings.
Ensure integration of Shelter activities with other DRC sectors.
Coordinate with WASH, RRM and Shelter counterparts in other locations in the implementation of common funded projects.
Ensure good representation and reputation of Shelter sector at all levels.
Actively participate in internal coordination meeting
Ensure and actively participate in regular sector meetings.
Project Development:
Develop project plans and budgets for funding
Assist in development of the projects’ M&E tools
Ensure management of Shelter project grants through budget control.
Monitor and Evaluate Shelter Projects.
Ensure quality control during implementation of shelter activities in accordance to Sphere and National standards.
Prepare shelter weekly, monthly, quarterly and annual reports to relevant authorities as per need.
Staff Management :
Supervise Shelter Assistant.
Provide technical and programmatic leadership for Shelter staff members and community based mechanisms in operational areas as needed.
Develop staff performance measurement and targets for the Shelter assistants and appraise them based on the set targets.
Conduct daily field visits or as required to ensure Shelter tasks are going on as planned and mentoring - through technical back stopping and training of duty bearers.
Logistics / Finance:
Support the Senior Shelter/WASH Officer and Manager to monitor financial commitments and expenditures against budgets and provide timely feedback on budget follow-ups.
Plan and coordinate proactively logistics and movements of staff from and to different operational areas.
Initiate procurements and ensure their execution.
Ensure distribution plans are prepared and shared with logistics in a timely manner.
Contribute to grants management of all WASH projects through management of day to day project expenditures.
Key Requirements
Essentials:
At least 2 years’ experience in planning, implementing and evaluating Shelter projects.
Thorough knowledge of SPHERE in emergencies shelter standards.
Good IT skills (especially MS Office).
Proficient in Autocad or suitable design software.
Desirables:
Project Planning and Management is an added advantage
Experience working in emergency response with NGOs, preferably in a humanitarian context.
Fluency in written and spoken English. Fluency in local spoken languages.
Fluency in Hausa and Kanuri is a requirement
Education (include certificates, licenses etc.)
Bachelor’s Degree in Civil/Water Engineering or Architecture from a recognized institution.
HND in construction or Architecture.
