Over the past year, insurgency has intensified attacks which have spread from North-East Nigeria to Cameroon, Chad and Niger, affecting some 20 million people. Suicide bombings and raids targeting civilians in villages and in cities around the Lake Chad basin have caused widespread trauma, prevented people from accessing essential services and destroyed infrastructure. Across the region, over 2.8 million people are displaced; most of who are sheltered by communities that count among the world’s most vulnerable.
The combined effect of growing insecurity, fast population growth and severe vulnerability resulting from a changing climate, environmental degradation, poverty and under-investment in social services is translating into record numbers of people in need of emergency relief. There are 9.2 million in need of humanitarian assistance. Nigeria is hosting 7m, Cameroon 1.5m, Niger 460.000 and Chad 257.000. The increasing number of attacks and arrival of displaced children have placed an additional burden on already weak health and education systems.
Insecurity, displacement, disrupted agricultural activities and cross-border trade continue to undermine communities’ livelihoods and have resulted in a sharp rise in food insecurity. Some 4.4 million people facing severe food insecurity urgently need support in the region, 90 per cent of them in north-east Nigeria, with 50,000 people in Phase 5, the highest level of food insecurity under the Cadre Harmonisé classification. Throughout the region, an estimated 223.000 severely acutely malnourished children could die if not urgently assisted.
Job Purpose
- To provide timely and high-quality field base logistics services to Oxfam’s humanitarian response in North East Nigeria and more specifically to the operational base in Damboa in cooperation with the technical teams there and within the established management structure.
Key Responsibilities and Accountabilities
Program Management Support:
- To organize all logistics process including purchasing, warehousing, communication and transport.
- Contribute to proposal writing by advising on Logistical requirements in respective location.
- Ensure that program procurement is in line within donor requirements and standards
- Warehouse Management
- Ensure effective warehouse management through maintenance of up to date records of all items received and dispatched at the same time ensuring that necessary documentation is in place.
Supply Chain:
- Maintain records of and contacts with suppliers and local repair/maintenance outfits, and conduct regular market surveys, in order to get the best prices.
Vehicle Management:
- Plan, implement and monitor effective vehicle management systems in the bases, through liaison with the Program Manager, PHP and PHE and Livelihood team leaders, drivers in ensuring regular maintenance of the vehicles as per monthly schedules.
- Ensure efficient and safe management of fuel for vehicles and generators
- Ensure efficient management of contracts for rental vehicles, and management of rental vehicle drivers
- Ensure that all guidelines, aids and tools on vehicle management are effectively implemented and monitored.
Security:
- Assist management in the collection of security information and implementation of security protocols
- Ensure that all the necessary procedures and steps are in place for the safety and security of Oxfam personnel and assets
Stock and Assets Management:
- Through the Assistant Logistician and respective Team leaders, ensure Oxfam International stocks and assets and well managed in accordance with Oxfam regulations.
- Ensure accurate and updated inventories of Oxfam assets and resources on timely basis.
- Ensure the communication facilities (landlines, Thuraya phones etc etc.) are utilized well and cost effectively, by implementing agreed systems.
Emergency Assessment:
- Make assessments of logistics issues and needs of new emergency situations /responses and submit reports to line manager as may be required.
- Ensure contingency stocks are in place in the field bases (food, water, fuel, basic medical supplies) in case of need for hibernation, and in all vehicles, in case of need of evacuation
- Ensure fire extinguishers, first aid kits and other health and safety equipment is available on field bases and in vehicles, and replenished as per procedures
Representation:
- Establish and maintain good contacts with suppliers, government offices, local authorities and other NGO’s with regard to logistical issues.
Skills, Experience and Knowledge
- A minimum of five years’ experience in logistics in an emergency or insecure context
- Prior Oxfam experience is a strong advantage
- Good understanding of donor rules and guidelines. Prior experience of managing logistics of OFDA grants is a strong advantage
- A strong knowledge of, and experience in, vehicle and communications’ equipment management in a remote location and with many frequent movements across large distances and in insecure locations
