Secours Islamique France (SIF) is a Non-Governmental Organization of international solidarity based in France. Founded in 1991, SIF is a non-profit and non-political organization dedicated to alleviate the suffering of the poorest people. SIF acts wherever humanitarian and social needs require mobilization of emergency relief and/or implementation of development programs.
Under the direct supervision of the Base Manager, the SIF Distribution Supervisor will be in charge of all distribution activities in Ngala, including programme implementation, staff capacity building, monitoring, and reporting.
S/he will also be required to work closely and cooperatively with other SIF units, including Finance and Logistics, to ensure that the projects are successfully implemented while maintaining full compliance with established policies and procedures.
Key Responsibilities
Programmes:
Set up an efficient and secured distribution mechanism for food items (FIs) and non-food items (NFIs);
Plan, implement, monitor, and evaluate the distribution process on a daily/ weekly/ monthly basis, in coordination with the Distribution Officer, the Base Manager and other stakeholders involved (NGOs, local authorities, community leaders, etc);
Set up emergency preparedness strategies for the distribution of FIs and NFIs;
Verify regularly beneficiaries’ databases, distribution cards, and distribution lists, in collaboration with Distribution Officer and Nutrition Officer;
Ensure the implementation of a community-based complaint and accountability mechanism for all distribution activities, in collaboration with Distribution Officer and Nutrition Officer;
Ensure the complementarity with the actions of the various stakeholders in the distribution of FIs and NFIs, as well as SIF representation in different forums when required (meetings with local authorities, NFI working groups, donor field visits, etc);
Archive all the soft and hard documents relevant to the distribution process.
Logistics/ Security:
Follow up with the Base Logistics on the establishment of a warehouse, and of a proper stock management system;
Work closely with Logistic Department on the elaboration of timely procurement plans and purchase files regarding all distribution activities.
Ensure a daily security/ humanitarian check in collaboration with the Distribution Officer and the Nutrition Officer, and report all relevant information to the Programme Manager/ Base Manager.
Administration (finance and human resources):
Supervise and build the capacity of the Distribution Officer and Nutrition officer on a daily basis, with the elaboration of weekly work plan, the provision of regular training/ guidance/ feedback, and the organization of appraisals;
Provide the distribution staff (namely Distribution Officer, Nutrition Officer, and volunteers) with appropriate tools and techniques for the distribution of FIs and NFIs;
Work closely with Admin Department on timely validations for procurement, advances, and other payments regarding all activities.
Monitoring & reporting:
Facilitate the qualitative and quantitative monitoring and evaluation of all distribution activities, in collaboration with the Program Manager/ Base Manager/ Programme Coordinator;
Report back verbally and in written as often as needed (daily/ weekly) to the Program Manager/ Base Manager/ Program Coordinator on the progress of distribution activities;
Provide daily distribution reconciliation reports to Distribution Supervisor;
Draft monthly quantitative and narrative reports (external and internal if needed);
Write regular evaluation reports on the distribution process (achievements, challenges, lessons learnt, recommendations, etc).
Other
Fulfill any other duties requested and/ or needed by the Programme Manager/ Base Manager/ Programme Coordinator.
Academic Qualifications and Professional Experience
University degree, preferably related to social work;
Minimum 3 years of relevant INGO experience;
Experience in emergency contexts is a plus.
