Summary
  • We are seeking to fill the position of Programme Policy Officer post at the NOB level, based in WFP Nigeria, Abuja Office. If you are a Nigerian national, committed, creative professional and are passionate about making a lasting difference for people in need, we would like to hear from you!
Organizational Context
  • Under the supervision and guidance of the Head of Resilience, the Programme Policy Officer- Resilience Job holders operate with a high degree of independence, manage more junior staff to ensure that programme and policy objectives are achieved in full.
  • They are usually involved in a wide variety of programme and policy activities and analytical work, some of which may be of a considerable complexity.
  • At this level job holders are expected to contribute to performance improvement.
  • The job purpose is to provide support to policy and programme activities that effectively meet livelihoods and asset creation of IDPs, Returnees and Host Comunities.
Job Purpose
  • To provide support to policy and programme activities that effectively meet food assistance needs.
Key Accountabilities (not all-inclusive)
  • Contribute towards the development of a wide variety of projects, plans and processes, ensuring alignment with wider programme policies and guidance.
  • Provide project management support to programmes particularly Asset creation and Livelihood recovery and projects of considerable size/complexity, ensuring a coordinated approach with wider programmes that complies with WFP standards and procedures.
  • Develop and coordinate data gathering and monitoring systems ensuring that rigorous quality standards are maintained.
  • Research and analyse a range of policy and operational issues to inform the development of policies, programmes and activities.
  • Contribute to the preparation of accurate and timely reporting on programmes and activities that enable informed decision making and consistency of information presented to stakeholders.
  • Liaise with internal and external counterparts to ensure effective collaboration, monitor ongoing projects and highlight potential risks to project delivery.
  • Support the identification, development and management of potential partnerships to collaborative working leading to improved food assistance packages.
  • Guide and supervise more junior staff, acting as a point of referral and supporting them with analysis and queries.
  • Contribute to resources mobilisations efforts for WFP projects, including clearly articulating the need for livelihood and resilience and related programme opportunities, and follow up on the resource situation of projects including commodity and cash availability, seeking advice from senior colleagues where necessary.
  • Advice and support the development of functional training in areas of expertise to enhance the capacity of WFP staff and partner to design and deliver effective livelihood recovery and resilience programmes.

    • Demonstrates the ability to interpret basic data in the context of WFP specialised fields to contribute to technical programme design, implementation and monitoring.

Strategic Policy Engagement w/ Government:

    • Develops thorough recommendations using multiple inputs (e.g., government counsel, research, own experience) to strengthen national or subnational entities and government owned food and nutrition security programmes.
Standard Minimum Qualifications
Education:
  • Advanced University degree (MSc) in International Development, livelihood/agriculture and livestock development/ Natural Resources Management/ SWC/ Irrigation with minimum of 5 years experience or First University Degree with additional eight (8) years of related work experience and/or trainings/courses.
Experience:
  • Minimum of 5 years work experience
Language:
  • Fluency (level C) in English language.
Desired Experiences for Entry into the Role
  • Has deepened technical knowledge through exposure to technical teams.
  • Has taken leadership of implementing Asset creation and Livelihood recovery programmes.
  • Has provided input into policy discussions and decisions.
