The Complex
The Vice-Presidency, Human Resources and Corporate Services Complex ensures the delivery of efficient, people-centered, client-oriented, corporate services to ensure overall institutional effectiveness in all aspects of the Bank’s corporate services.
The Complex leads efforts to ensure the competitiveness of the Bank as the employer of choice and is responsible for providing leadership in the formulation and implementation of Bank’s strategies on people, IT, general services and institutional procurements, language services, business continuity, and health and safety strategies.
The Hiring Department
The primary roles of the General Services and Procurement Department are to manage the Bank’s assets, oversee all corporate procurement of goods, services, works and real estate, coordinate all staff travel and transport of Bank’s goods and staff, catering services and other logistics arrangements and the mail services and keep staff informed about services offered.
To this end the CHGS department formulates and applies rules for procurement, storage, and maintenance of furniture, office equipment and supply; design, prepare and implement programs for the construction or acquisition and maintenance of buildings and premises; formulate and ensure the proper and effective application of administration policies within the Bank in such areas as communications, transport, travels, security, protection and safety of the Bank’s staff and property; and perform related duties. The department is responsible for managing the Bank’s fixed assets (valued at over UA 100,000,000).
The CHGS department comprises 3 divisions supervised by the Director General Services and Procurement. These divisions are: (i). Operations and Maintenance Division (CHGS.1); (ii). Corporate Procurement Division (CHGS.2); and (iii). Support Services Division (CHGS.3).
The Position
The job holder will assume leadership responsibility in advising and assisting CHGS.1 with the full cycle of projects of goods and services for project implementation.
In this regard, the incumbent will closely engage in increasing quality and speed of project execution and provide coaching and on-the-job training to staff on the project designs, implementation, management and as well as maintenance needs.
Duties and Responsibilities
Under the supervision of the Director, General Services and Procurement Department, the Chief Civil Engineer will:
Plan, organize, coordinate and supervise the activities of the division.
Decide and lead the process on complex project cases.
Decide and provide advice on operational for decision of Purchasing Committee.
Provide expert internal technical advice to the entire Bank’s HQ and Field Offices
Lead project designs including drawings, specifications and bill of quantities and bidding documents for launching of the work bids in line with Bank’s rules and procedures.
Lead the maintenance of facilities and propose improvements required in service quality.
Provide leadership and technical guidance to other professional and support staff in the field.
Set priorities for staff concerning the corporate general services of goods, services and works, from the overall department work program.
Lead the assessment of corporate general services and internal process effectiveness and propose to the Director, and Division Manager any review and update the directives of the procedures governing the internal process of works and services.
Participate or lead negotiation and preparatory work required for the approval of contracts. Lead local and international market research, procurement of high risk, complex or large size projects.
Prepare work programmes of the team, prepare budget estimates for procurement of serviced contracts required; report on budget utilization and programme progress.
Lead projects handing over and final accounts of the projects.
Selection Criteria
Including desirable skills, knowledge and experience:
Hold at least a Master's degree or its equivalent in Building and Construction engineering.
Have a minimum of ten (10) years of relevant experience in managing renovation, new works and building.
Having private sector experience will be an added advantage.
Knowledge in management of goods, works and services procurement and budget management.
Knowledge in architectural space sizing and planning.
Proven sense of analysis, research, initiatives, autonomy and good interpersonal communication skills.
Experience in management of works contracts and provision of various services.
Experience in execution of projects within a multilateral development bank and/or financial or similar institution.
Proficient in the use of standard MS Office software (Word, Excel, PowerPoint) Practical knowledge of SAP systems will be an advantage.
Ability to communicate effectively (written and oral) in English or French preferably with a good working knowledge of the other language.
