The Danish Refugee Council (DRC) is a private, independent, humanitarian organization working on all aspects of the refugee cause in more than 30 countries throughout the world. The aim of DRC is to protect refugees and internally displaced persons (IDPs) against persecution and to promote durable solutions to the problems of forced migration, on the basis of humanitarian principles and human rights. DRC works in accordance with the UN Conventions on Refugees and the Code of Conduct for the ICRC and NGOs in Disaster Relief.

We are recruiting to fill the position below:

Job Title: Consultant - Conduct IED Assessment

The Consultancy
  • Conducting an IED risk assessment to identify the nature of the threat to civilians and humanitarian workers. 
  • Develop IED awareness materials and communication strategy
  • Assist in the development and finalization of a communication strategy on IED for humanitarian workers (Optional and after discussions)
  • Line manager: DDG Head of Programme
  • Professional travels: Extensive travels through Borno and Adamawa states (Northeastern Nigeria)
Tasks and Responsibilities
Three levels of information are required:
  • Cycle (e.g.: Cash management, Accounting management, Budgetary management, Project cycle, etc.)
  • Description of tasks under each cycle
  • Level of responsibility related to each task (execution / approbation / supervision)
Conduct IED Assessment:
  • Conducting an IED risk assessment to identify the nature of the threat to civilians and humanitarian workers. The analysis will then be used to inform the development of an IED awareness programme. DDG’s risk assessment methodology involves: 
    • Identification and analysis of civilian IED casualty data to clarify the nature and distribution of casualties
    • Application of DDG’s IED risk assessment process to gather data on the following:
    • Who are the targets of IEDs?
    • How are IEDs affecting civilians and humanitarian actors?
    • What are the primary types of IEDs being used?
    • What are the primary employment tactics of IED?
    • To what extent does this affect the humanitarian programme in Nigeria?
    • Analysis of the data and drafting of the risk assessment report including recommendations on how DRC/DDG can engage on this issue
    • Coordinate a discussion group to present findings and recommendations to relevant DRC/DDG in-country staff, Operations Manager, GSL for MA and Global RE TA to decide the next steps.
    • To be able to answer the research questions it is expected that the researcher will reach out to several key stakeholders such as International Non-Governmental Organisations, Community Based Organisations (CBO) as well as relevant government authorities and ethnic groups.
  • Develop IED awareness materials and communication strategy:
    • Review and recommend updates of the IED related components of the RE for Humanitarian workers package to ensure that they reflect the context.
    • Produce written recommendations for the development of IED awareness materials for field-testing and use by security providers and local authorities. 
  • Assist the development of a communication strategy on IED for humanitarian workers (optional after discussions with the selected candidate):
    • Assist in the development and finalization of a communication strategy adapted to the Northeastern Nigerian context and aimed at humanitarian aid workers in order to reduce their vulnerability to mines/ERW whilst delivering humanitarian assistance
    • Assess the relevance of the RE for humanitarian package delivered up today by DDG and provide guidance on possible improvements, e.g. on the spot training through the setup of a training mine field. 
Key Requirements
Education (diplomas) / Qualifications / Experience / Competencies / Languages / Soft skills: 

Essential (+ or - if needed):
  • University Degree in a relevant discipline 
  • Minimum 2 years’ previous experience in humanitarian mine action and full understanding of its technical requirements.
  • Minimum one previous experience working with a mine action INGO
  • IMAS EOD 3 qualifications and previous work experience with assessements related to MA, preferably on IED
  • Experience with accreditation to IMAS standard
  • Proven experience in liaising with different layers of State, military and police  Authorities.
  • Fluency in written and spoken English.
  • High degree of computer literacy – fully proficient in use of word, excel and powerpoint
  • Willing to live in shared team house
Desirables:
  • Experience of working in challenging and insecure environments
  • Proven record of training, mentoring and developing the capacity of national staff
  • Diplomatic, patient and persistent
  • Experience working in diverse and cross-cultural context
 Practical Details:
  • Interested applicants who meet the required criteria are invited to submit an EOI to [email protected] with the email subject as “IED Assessment in Nigeria” not later than 14 May 2017. 
The EOI should include:
  • A suitability statement including CV of participating consultant (s) with details of qualifications and experience.
  • Technical proposal that summarizes understanding of the TOR, methodology and tools to be used.
  • Work-plan clearly indicating the activity schedule. 
  • Financial proposal providing cost estimates and consultancy fees. Cost for the optional task including time should be indicated separately.
  • A sample of previous related work authored by the applicant if applicable. 
 N.B. DRC/DDG will provide the following:
  • All available documents as requested by the consultant, 
  • Guide the consultant on the important stakeholders and area
  • Consultancy fees at a mutually agreed rate
  • DRC Regional Office will organise the travel to Abuja, Nigeria. Accommodation will be arranged by DRC - unless agreed otherwise. Support in Visa processing will be arranged by DRC Country Office, as well as travel and transport in Nigeria. 
Selection Criteria
  • Technical review of the methodology to be used
  • Technical review of previous work
  • Evaluation of consultants experience and skills
  • Number of work days suggested for the task
  • Cost per day and for total cost of contract
  • Availability and start date of field work.
Intellectual Property:
  • DRC/DDG will retain full intellectual property rights of the final report following this consultancy.
Terms and Conditions
  • Daily rate charged to be negotiated, provision of international flight to and from Nigeria, local travel and accommodation.

  • Day 1 - Travel to Nigeria
  • Day 2 - Briefing and meeting with key stakeholders in Abuja
  • Day 3 - Day 10 Maiduguri visit and meetings with key stakeholders
  • Day 11- Day 15 Visit and meeting with key stakeholders in other relevant locations after consultation with DDG HoP
  • Day 16 - 19 Abuja Follow up meeting and presentation of the initial findings
  • Day 20 Return travel
  • Day 27 Deadline for submission of first draft of final report for comments
  • Day 30 Deadline for submission of final report
  • N.B. It is anticipated that the exercise will take about 20 working days starting from the date for which the travel date will have been agreed on by both parties, once the visa had been granted by Nigerian Immigration Services. 
Deliverables
The required outputs of this consultancy are as follows:
  • One report comprising the findings of the study areas, and that cover the target areas. The report should preferably be around 20-30 pages, excluding appendices. Recommendations for DRC/DDG based on the study’s findings should be presented in one appendix. The study report should be produced in English and should be simple in expression and easy to understand. The report format and text should be presented in Microsoft Word using New Roman 11 or 12 or Arial 10 or 11. 
  • A PPT summarizing the methodology, the main findings and the recommendations to be presented in the TWG and to main stakeholders.
  • A briefing to in-country team on the initial findings of the study will be organized.
  • One electronic copy of the report is to be submitted by the agreed deadline.

Note:
  • The consultant shall work under the direct supervision of DRC/DDG Mine Action Manager and/or Head of Program.
  • Administratively the consultant is expected to work with DRC/DDG Head of Bases in the areas of operation in coordination with the DDG HoP. DRC/DDG programme staff in the field will provide support as required.
  • The GSL for MA and Operations Manager must be involved in the risk analysis and decision-making process.
