Org. Setting and Reporting
  • This position is located in the UNODC Global Maritime Crime Programme (GMCP), Justice Section (JS), Division for Operations (DO) with varied duty stations in West and Central Africa, such as Abuja, Nigeria and Libreville, Gabon, among others, under the Regional Office for West and Central Africa (ROSEN) in Dakar, Senegal.
  • The Programme Coordinator (Global Maritime Crime Programme) will work under the direct supervision of the Senior Programme Officer heading the Global Maritime Crime Programme, and the overall guidance of the UNODC Regional Representative, ROSEN.
Responsibilities
  • Within assigned authority, the Programme Coordinator (Global Maritime Crime Programme) will be responsible for the coordination and implementation of activities as set out in the UNODC Global Maritime Crime Programme (GMCP) and its Gulf of Guinea regional sub-programme.
  • This is a UNODC Programme to increase global and regional capacities to plan, train for, and respond to maritime crime, and conduct maritime law enforcement.
The Incumbent will be Responsible for the following Specific Duties:
  • Plan, organize, manage, coordinate, implement and monitor the projects in the Gulf of Guinea, with main focus on EU regional projects, and other relevant projects under the Global Maritime Crime Programme.
  • Manage human and financial resources allocated to the projects in the Gulf of Guinea, with main focus on EU regional projects, and other relevant projects under the Global Maritime Crime Programme, coordinate the work of and guide programme staff, external consultants, interact with government officials, regional organizations and other parties.
  • Carry out programmatic/administrative tasks.
  • Prepare inputs for budgets, performance parameters and indicators, programme performance reports and inputs for results-based budgeting and results-based management.
  • Prepare and disseminate costed work plans, terms of references and other related project documentation on maritime crime.
  • Identify procurement needs (goods and services).
  • Identify technical assistance needs for capacity building and develop sustainable strategies to reform and strengthen the capacity of criminal justice and maritime law enforcement authorities both regionally and globally to counter maritime crime.
  • Conduct field missions to regional states and globally to assess their capacity to counter maritime crime.
  • Draft and review amendments to maritime legislation, and maritime strategies.
  • Organize and deliver specialized training for national and regional officials involved in responding to maritime crime and conducting maritime law enforcement.
  • Organize and attend meetings, trainings, conferences, and workshops.
  • Liaise with identified partner agencies, for law enforcement officials, prosecutors and judges involved in countering maritime crime. Liaising with donors, development partners and other stakeholders.
  • Make programme achievements known and identify areas of new assistance.
  • Monitor expenditures and utilization of funds related to the Programme and ensure compliance with UN financial rules and regulations, initiate project/programme and/or budget revisions as required.
  • Review and appraise best practices and programmes to counter maritime crime; promote them among relevant stakeholders, non-governmental organizations and civil society in general; pilot-test promising practices through the design and implementation of special programmes and projects; summarize experience from pilot projects.
  • Research, analyse and present information gathered from diverse sources, relevant for project implementation.
  • Prepare written outputs, e.g. briefing notes, sections of UN/UNODC reports, ensure quality inputs to publications, website, etc.
  • Perform any other work related duties as required/assigned.

Education
  • An advanced University Degree (Master's Degree or equivalent) in Justice, Law, Criminology, Business Administration, Operational Management or other relevant Social or Political area with adequate focus on legal and law enforcement issues, is required.
  • A first-level University Degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced University Degree.
Work Experience:
  • A minimum of seven years of progressively responsible experience in criminal justice, including extensive experience in maritime law, maritime law enforcement or naval operations, in an international environment, is required.
  • Work experience in planning, training, conducting, and assessing maritime legislation and maritime law enforcement operations is highly desirable.
  • Working experience in or on West and Central Africa, the Gulf of Guinea, as well as experience in working with conflict and post conflict countries is highly desirable.
  • Programme management experience and experience in programme planning, preparing project budgets and project implementation is desirable.
  • Working experience with governmental or intergovernmental law enforcement institutions is desirable.
  • Experience in designing and delivering training in the area of crime prevention and criminal justice is desirable.
Languages:
  • English and French are the working languages of the United Nations Secretariat.
  • For this position, fluency in English is required.
  • Knowledge of French is an asset.
  • Knowledge of another official United Nations language is an advantage.
