Job Title: Shelter Officer
Location: Maiduguri, Borno
Program/Department Summary
With the insurgency affecting North East Nigeria and displacing millions of people, Mercy Corps is expanding its humanitarian programming to support the conflict-affected population in Borno. In response to the ongoing crisis, Mercy Corps is scaling-up food security, non-food items, nutrition, protection, livelihoods, and water sanitation hygiene (WASH) activities in Dikwa, Ngala, and Jere Local Government Areas in Borno State to address emergency needs.
General Position Summary
The Shelter Officer is a new position under the overall supervision of the Shelter Senior Officer. The shelter officer will implement all the activities within the work plan under the shelter component.
Essential Job Functions
Implement best practices through capacity mapping and gaps identification.
Implementing program activities within the set timeline and are delivering according to the work plan.
Responsible for shelter and NFIs response in the field, including targeting, registration, verification, distribution, and follow up, in coordination with relevant stakeholders
Develop documents on Shelter/NFI best practices, through capacity mapping and gaps identification
Prepare distribution reports, including analysis and recommendations. Plan and participate where possible in post-distribution monitoring exercises, and prepare Post-Distribution Monitoring
Develop and contribute to a central database of partnership profile.
Establish and maintain good working relationship with contractors
Review construction materials testing and interpret the results of such tests
Monitor and advise on construction safety practices
Take primary responsibility for data gathering in engineering related works;
Provide data in support of team submission of timely weekly, monthly and quarterly reports that will be indicative of program progress during implementation.
Develop documents on Shelter/NFI best practices, through capacity mapping and gaps identification.
Responsible for shelter and NFIs response in the field, including targeting, registration, verification, distribution, and follow up, in coordination with relevant stakeholders.
Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission

Experience with emergency Shelter programs with a view on sustainable infrastructure, Cash-for-Work programming required
Experience working with local stakeholders required
Good organizational and program management skills and the ability to anticipate program needs.
Ability to effectively represent the organization and its interests to a diverse range of stakeholders, including local and international government officials, local civil society organizations, donors, other international organizations, the media and the community.
Demonstrated proficiency with the MS Office software (i.e., Word, Excel, PowerPoint) is required, with strong focus on Excel.
Ability to analyze databases resulting from surveys
Excellent oral and written English skills are an advantage, with local languages skills a bonus.
Proven experience in working in insecure environment and through remote management.
Ability to communicate fluently verbally and in writing in English Hausa, and preferably also in Kanuri

In particular, the successful candidate will be willing to travel to locations such as Dikwa and Ngala according to the needs of the Mercy Corps program. This will mean sometimes staying and working in stressful environments with very basic living conditions, strictly following security protocols at all times and sometimes working long and irregular hours.
