Job Title: Shelter Senior Officer
Location: Maiduguri – Borno State
Program/Department Summary
With the insurgency affecting North East Nigeria and displacing millions of people, Mercy Corps is expanding its humanitarian programming to support the conflict-affected population in Borno.
In response to the ongoing crisis, Mercy Corps is scaling-up food security, non-food items, nutrition, protection, livelihoods, and water sanitation hygiene (WASH) activities in Dikwa, Ngala, and Jere Local Government Areas in Borno State to address emergency needs.
General Position Summary
The Shelter Senior Officer is main focal point of the shelter team and works under the supervision of the Deputy Team leader to ensure adherence support to project and ensure its activities are implemented on the project.
Essential Job Functions
Supervise the Mercy Corps shelter team and ensure they are implementing program activities within the set timeline and are delivering according to the work plan.
Build the capacity of the shelter team members with special focus to more senior positions, in program management
Monitor all shelter program activities, including the planning and execution of any required evaluations, to ensure that accurate and timely information is available.
Supervise construction works and administer works execution as per contractual provisions and design specifications.
Collect and share data according to evolving needs.
Develop documents on Shelter/NFI best practices, through capacity mapping and gaps identification.
Quickly report potential delays and/or cost overruns that can either be prevented or mitigated and recommend remedial actions for management approval.
Prepare project/contracts related documentation such as periodic progress reports, site monitoring reports, stake holder meeting minutes, engineer’s instructions and variation orders, contractor’s bills review reports, certifications etc
Preparation of payment certificates and work progress records for finance and compliance purposes.
Work closely with contractors in the field with provision of technical support and guidance.
Ensure that items procured meet specifications of the end-user while adhering to donor and Mercy Corps procurement guidelines.
Develop and maintain working relationships and coordinate with relevant international and local agencies active in the shelter working group and related coordination platforms.
Regularly monitor program sites in order to ensure that shelter programs are adapted to local needs, provide quality control assurance, and conduct regular audits of program activities.
Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission
Any other duties as assigned

Experience with emergency shelter programs including those using cash-for-work modalities.
Excellent organizational and program management skills and the ability to anticipate program needs.
Ability to effectively represent the organization and its interests to a diverse range of stakeholders, including local and international government officials, local civil society organizations, donors, other international organizations, the media and the community.
Demonstrated proficiency with MS Office software (especially Word, Excel)
Ability to analyze databases resulting from surveys
Excellent oral and written English and Hausa skills required, with Kanuri or other local languages skills a bonus.
Proven experience in working in insecure environments and through remote management.

In particular, the successful candidate will be willing to travel to locations such as Dikwa and Ngala according to the needs of the Mercy Corps program. This will mean sometimes staying and working in stressful environments with very basic living conditions, strictly following security protocols at all times and sometimes working long and irregular hours.
Mercy Corps team members represent the agency both during and outside work hours. Team members are expected to conduct themselves in a professional manner and respect local laws, customs and Mercy Corps' policies, procedures, and values at all times and in all in-country venues.
