Save the Children and Action Against Hunger/Action Contre le Faim (ACF) are planning an extension of their major nutrition programming in Northern Nigeria, through a large-scale pilot of nutrition-sensitive cash programming. Decisions on funding are expected in December 2012/January 2013. The programme is expected to make a significant impact on improving the health, nutrition and life chances of tens of thousands of mothers and children.
Save the Children is now looking for experienced development professionals to lead this programme, who will work with, and be supported by the existing operational structures of Save the Children and ACF, including their finance, logistics and security systems. These roles will be critical for the delivery of results for children expected by this programme.
We are seeking CVs both from professionals with substantial experience of cash transfer approaches, and managers with a track record of delivering at-scale, results-focused programmes with an understanding of nutrition, health or cash transfers. The roles are expected to be based in Abuja for up to five years, with travel to Northern Nigeria.
Job Title: MIS and Beneficiary Payment Manager
Location: Abuja
Key Areas of Accountability
Manage and lead the design of a comprehensive MIS that captures and tracks data on up to 60,000 programme beneficiaries for use by the CDGP designated bank and programme reporting purposes
Lead the CDGP designated bank tender process in compliance with Save the Children procurement procedures
Manage the relationships with the CDGP designated bank to ensure timely payments to beneficiaries
Ensure CDGP designated bank compliance with contract requirements
Lead the CDGP efforts to expand e-payment and mobile phone payment systems across the programme target areas.
Design and maintain communication structures for timely processing of information between the CDGP designated bank and state-level CDGP Cash Transfer Payment Coordinators
Develop programme MIS systems that are flexible and responsive to changing demands of programme implementation.
Ensure that an effective beneficiary payment monitoring system is in place for achieving prior agreed targets in relation to programme activities, budget allocations and financial expenditures, ensuring that value for money can be effectively demonstrated to the donor
Identify and effectively manage all key risks related to beneficiary data and payment
Demonstrate and ensure programme implementation demonstrates high levels of commitment to Save the Children and our vision, mission and values in order to ensure the objectives of your role and the country programme are met.
Ensure the effective and efficient use of all Save the Children resources in order to keep costs low and ensure safety in the workplace.
Comply with the requirements of Save the Children’s Child Safeguarding Policy to ensure maximum protection for children.
Skills & Experience Administrative & General Skills
Prior experience of designing and/or delivering large scale management information systems
Proven ability to manage large, multi-region data collection and analysis systems
Demonstrable track record of meeting or exceeding established targets, while maintaining technical quality.
Prior experience in overseeing contractual compliance
Demonstrated creativity in problem solving involving multiple stakeholders
Self-motivated and results orientated.
Highly numerically articulate with a track record of data manipulation and use of spreadsheets and reporting systems.
Proven ability to motivate and develop others
Highly diplomatic and emotionally intelligent with strong oral and written communication skills.
Strong communication, and interpersonal skills in English, with substantial experience in managing multicultural teams
