Job Description
The Programme Officer for Telecommunication/ICT Network and Applications will be an Officer who will work under the Head of the Telecommunications Division and assist in carrying out implementation of telecommunications programmes for ECOWAS Member states.
The specific objectives of the programme are to ensure the implementation of Community telecommunication programme at national and regional levels by creating increased awareness of Community Telecommunications and Information and Communication Technology (ICT) issues, policies and strategies under the supervision of the Principal Programme Officer, Telecommunication.
Duties and Responsibilities
Assists in the implementation of the regional broadband infrastructure network including the second Community telecommunications infrastructure programme known as Intelcom II Programme and other related infrastructure programmes.
Promotes development, expansion and operation of telecommunication/ICT networks and services/applications.
Identifies and supervise network modernization projects including technological smooth migration.
Supervises the management of the ECOWAS Telecommunications Information Management System (SIGTEL) database.
Supervises studies on programme activities, analyses the results and proffers advice on the development of Telecommunications infrastructure in the sub-region.
Informs stakeholders including policy makers, regulators and telecommunication operators on world trends in new technologies and their possible repercussions.
Contributes to the development and dissemination of community telecommunications policies and strategies.
Attends meetings with officials, setting meetings, arranging conferences, and undertaking missions to other countries including ECOWAS Member States and non-Member Sates in pursuance of these activities
Represents ECOWAS Commission at the ITU sectors activities (ITU-T and ITU-R)
Initiates projects and prepares project documents, monitors and evaluates projects implementation.
Qualifications/Experience/Skills
Educational Qualification
Minimum of a Bachelor’s degree or equivalent in Telecommunications or related field (Science, Engineering) with evidence of specialization in telecommunication/ICT sector
Experience
Minimum of five years of active professional work experience in telecommunications sector in planning, management and implementation of telecommunications programmes with substantial period spend in West Africa;
Experience in telecom/ICT networks and applications/services
Candidate should not be 50 years old or over at the point of recruitment and must be a citizen of one of the ECOWAS member states.
Must be fluent in one of the official languages of the Commission; English, French and Portuguese. A working knowledge of another would be an advantage.
