Duties and Responsibilities
Assists in the coordination of activities of the Directorate of Energy in Energy Access, develops short, medium and long-term work programs and action plans, monitors the implementation of the community Energy Access program and propose necessary adjustment.
Assists Member States to define national Energy Access strategies and policies and ensures regional/national coordination.
Coordinates the activities of the National and Regional Multi-sectoral groups on access to Energy Services.
Coordinates work at technical level for the development and implementation of the Regional Action Plan for increasing access to Energy Services and set-up a regional capacity to implement this action plan.
Provides strategic and technical leadership to guide the work of the specialized Program Officer to contribute to the design, set-up and operation of those regional service lines to support Member States.
Coordinates the technical development of the Regional Capacity Building Program for investment and programs implementation.
Coordinates the technical development of a regional monitoring system for the implementation of the white paper.
Coordinates the technical development of regional financing mechanisms to support Member States in raising funds for their national energy access programs.
Closely coordinates ECOWAS work with its various partners on the Energy Access Program, and work to expand relevant partnerships.
Coordinates with regional and sub-regional bodies and with Member States at technical level.
Coordinates Member States development and promotion of pilot investment programs for scaling-up access to productive use of energy, modern cooking fuels and rural electrification. Ensures specific activities of the Renewable Energy and Energy Efficiency Centre are in sync with the regional energy access program at national and regional levels.
Sets-up a Regional Energy Information System. Ensures coordination with existing stakeholders and institutions having energy related database, including the WAPP.
Ensures regional Renewable Energy and Energy Efficiency activities and programs are in line with the regional energy access program and national energy access plans, by constant coordination with the Renewable Energy and Energy Efficiency Unit.
Develops Terms of Reference for relevant studies and performs oversight functions for the conduct of their implementation.
Performs any other tasks as may be assigned by the PPO/ Director, Energy Access and Renewable Energy.
Minimum of a Bachelor’s degree or equivalent in Mechanical, Electrical or Chemical Engineering or a similar related field
Experience:
Minimum of five years of active professional work experience in the relevant areas in the public or private sector.
Experience in a regional or international organization would be an added advantage.
Membership of professional associations is equally an advantage.
A sound knowledge and experience in the planning, preparation and coordination of Energy programs and projects at national and regional levels.
Registration with professional development communities would be an added advantage.

Ability to write clearly and concisely and to present articulate verbal reports.
Ability to work in a multicultural team.
Demonstrable ability to establish and maintain effective relationships with senior government officials, donors, international agencies and professional associations in industry sector.
Possess requisite skills in computer and information technology, and be familiar with the following applications software: MS Word, Excel, PowerPoint and AutoCAD.
A sound knowledge and experience in the planning and coordination of Energy Programs and projects at national and regional levels.
Good ability to establish and maintain effective relationship with policy makers, senior government officials, private sector, donors, international agencies and professional associations in the energy sector.
Ability to work in a team and establish good team spirit in a multi-national environment.
Candidate should not be 50 years old or over at the point of recruitment and must be a citizen of one of the ECOWAS member states.
Language
Must be fluent in one of the official languages of the Commission; English, French and Portuguese. A working knowledge of another would be an advantage.
