Job Title: Programme Officer Petrol and Gas

Location: Abuja, Nigeria Department: Infrastructure Directorate: Energy Grade: P3 Annual Salary: USD 36,901 - USD 44,469 Duration: Permanent Supervisor: Principal Program Officer
Responsibilities:
Assists in developing short, medium and long-term work programs and action plans for implementation of projects relating to the development and utilization of fossil fuels in ECOWAS Member states.
Coordinates activities of the department relating to the community energy program on fossil fuels
Assists in the day-to-day formulation and implementation of programs to promote the availability and security of supply of fossil fuels to Member States.
Coordinates the development of a Regional Master Plan for fossil fuels in ECOWAS Member States.
Coordinates the development of regional Oil and Gas Markets.
Assists in the development of programs to support the development and reconstruction of the energy sectors of post conflict ECOWAS Member States.
Assists in developing programs for the extension of the West Africa Gas Pipeline Project to other ECOWAS Member States.
Development of a regional strategy for the utilization of petroleum products including LPG in ECOWAS Member States.
Performs any other related tasks as may be assigned by the PPO Conventional Energies Division/ Director.
Represents ECOWAS Commission at the ITU sectors activities (ITU-T and ITU-R)
Initiates projects and prepares project documents, monitors and evaluates projects implementation.
Qualifications & Skills
Minimum of a Bachelor’s degree or equivalent in Mechanical, Electrical or Chemical Engineering or a similar related field
Minimum of five years of active professional work experience in the relevant areas in the public or private sector.
Experience in a regional or international organization would be an added advantage.
Membership of professional associations is equally an advantage.
Experience in preparation and management of donor-funded projects and working experience with development partners would be an added advantage.bility to write clearly and concisely and to present articulate verbal reports.
Ability to work in a multicultural team.
Demonstrable ability to establish and maintain effective relationships with senior government officials, donors, international agencies and professional associations in industry sector.
Possess requisite skills in computer and information technology, and be familiar with the following applications software: MS Word, Excel, PowerPoint and AutoCAD.
A sound knowledge and experience in the planning and coordination of Energy Programs and projects at national and regional levels.
Good ability to establish and maintain effective relationship with policy makers, senior government officials, private sector, donors, international agencies and professional associations in the energy sector.
Ability to work in a team and establish good team spirit in a multi-national environment.
Age: Candidate should not be 50 years old or over at the point of recruitment and must be a citizen of one of the ECOWAS member states.
Language: Must be fluent in one of the official languages of the Commission; English, French and Portuguese. A working knowledge of another would be an advantage.
