Job Description
The Strategic Planning Unit was created to ensure that ECOWAS activities are all consistent with the ECOWAS Vision 2020, are set within priorities established in the ECOWAS Strategic Plan in a coherent multi-year medium term programme of activities. ECOWAS is working with its Development Partner to develop an integrated Strategic Planning system.
The incumbent of the post will effect process improvement delivery of the Commission in alignment with the strategic vision and plan through exemplary/best practice process design, improvement and management; he/she is to maintain an effective implementation and communication strategy with a view to achieving the long-term strategic goal of the Commission allowing facilitation of advanced planning, or communicating over long distances to coordinate actions and activities of operational nature.
Duties and Responsibilities
- Maintains (captures, documents and updates) ECOWAS Business Process Manual to support the clarity of flow of activities, ownership of associated tasks and business rules
- Reviews business process best practices and periodically identifies and assesses status/progress in terms of process maturity level
- As directed, reviews business processes within ECOWAS Commission with a view to identifying causes of process dysfunction
- Actively monitors process outputs and performance metrics to ensure effectiveness and develop options to close process gaps
- Identifies opportunities for process automation and works with the departments, especially the Community Computer Centre to assess the feasibility of automation
- Facilitates the identification, assessment and implementation of key business process performance measures (KPIs) within the departments of ECOWAS Commission
- Creates and manages measurement systems to track adoption, utilization and proficiency of individual changes.
- Develops communication materials in alignment with defined communication strategy and in support of key journey messages, as well as in support of business process changes
- Conveys deliberate message(s) through the most suitable media to the designated audience(s) at the appropriate time, in order to contribute to and achieve the desired long-term effect
- Gathers the communication needs for implementing change objectives, implementing governance and leadership initiatives, and managing stakeholders’ expectations
- Conducts readiness assessments, identifies operational and cultural challenges, evaluates results and presents findings in a logical and easy-to-understand manner.
- Works with Communication and HR specialists within ECOWAS Commission, in the formulation of particular plans and activities to support strategy implementation.
Qualifications/Experience/Skills
- A Bachelor’s degree particularly in Industrial Engineering, Economics, Statistics, Management Science and Engineering
- A minimum of five years (5) of professional experience of business process engineering or communication management
- Good knowledge and experience of business process and communication frameworks, models and tools will be an advantage
- Must be capable of being a team player in a multicultural environment and taking initiatives.
- Candidate should not be 50 years old or over at the point of recruitment and must be a citizen of one of the ECOWAS member states.
- Must be fluent in one of the official languages of the Commission; English, French and Portuguese. A working knowledge of another would be an advantage
