Job Description
As part of the implementation of the ECOWAP/CAADP, the Council of sector Ministers has adopted the Monitoring and Evaluation Mechanism for its implementation. In that regard, the ECOWAP Monitoring and Evaluation Unit has been established within the Directorate of Agriculture and Rural Development. The M&U Unit shall be responsible for performance measurement and results-based management for the entire ECOWAP/CAADP programme at regional level and the monitoring of some indicators in the 15 ECOWAS Member States. It shall also provide direct link with the NEPAD Agency in charge of Monitoring Indicators at the continental level within the framework of the CAADP. Its role shall be to summarise, analyse, store, manage and communicate the aggregated results of the overall performance of the ECOWAP/CAADP process to the Commission and support the various ECOWAP governance and coordinating bodies.
In that regard, ECOWAS seeks to recruit a Programme Officer – Monitoring and Evaluation to support the Directorate of Agriculture in the operationalisation of the Monitoring and Evaluation Mechanism for the implementation of the ECOWAP/CAADP.
Duties and Responsibilities
The Programme Officer - ECOWAP/CAADP Monitoring and Evaluation shall work closely with the main Monitoring and Evaluation Unit of the ECOWAS Commission. It shall have the following main duties:
- Develop within the D/ARD a M&E system based on the ECOWAP M&E Mechanism.
- Monitor and evaluate the implementation of ECOWP/CAADP and related projects.
- Develop, document and establish an appropriate monitoring and evaluation structure for the M&E system in conjunction with ECOAGRIS System and national M&E Systems (SAKSS).
- Design and update the RAIP and NAIP logical framework (activities, procedures, inputs, outputs, outcomes and impacts).
- Implement the minimum set of indicators identified to ensure the appropriate monitoring of ECOWAP/CAADP, both in the Commission and in the Member States.
- Collect, compile and analyse reports prepared by Member States (MS), the Technical and Financial Partners in charge of implementation, and prepare the consolidated ECOWAP/CAADP annual report for submission to the CAADP Coordinating Committee through the Commission.
- Prepare and submit monitoring and evaluation reports including M&E recommendations with a view to assisting ECOWAS and the MS and TFP involved in ECOWAP/CAADP management.
- Evaluate and approve the design, methodology, analytical plan and final reports of studies carried out by external firms and consultants
- Submit the conclusions of the monitoring and evaluation as well as the recommendations of the Partnership Committee and CAADP Partnership Platform.
- Organise training in M&E and assist MS in the operationalisation of their respective systems.
- Perform any other activity assigned by the Director of Agriculture and Rural Development of the Commission or his representative.
Qualifications/Experience/Skills
- A Bachelor's degree in Economics, Agronomy or equivalent in a Monitoring and Evaluation Programme with good knowledge of Agriculture and Rural Development (or Vice-Versa).
- At least five (5) years experience, preferably in an international development environment (monitoring of macro-economic indicators) with at least 5 years in Monitoring and Evaluation of Projects – Programmes.
- At least five years experience in participatory monitoring and evaluation, data processing or analysis as well as experience in M&E design.
- Relevant specialised courses in M&E would be an added advantage.
- A sound knowledge of logical framework methodology, result-based management and project- cycle methodology is essential.
- A proven experience in the design and implementation of M&E systems at institutional level is indispensable.
- A good knowledge of the context and challenges of Agricultural development (particularly ECOWAP, CAADP, MDGs), as well as ECOWAS priorities is required.
- Candidate should not be 50 years old or over at the point of recruitment and must be a citizen of one of the ECOWAS member states.
- Must be fluent in one of the official languages of the Commission; English, French and Portuguese. A working knowledge of another would be an advantage
