The Emergency Roster is a database of pre-selected deployable internal and external candidates who have the appropriate skills and experience to support emergency preparedness and response. It also stores information on these candidates.
The purpose of the roster is to ensure that we have the right people in the right place and the right time with the right skills.
Roster Members are expected to deploy to an emergency response within 72 hours or once an entry visa is received. A Roster Member is selected from the Emergency Roster as and when a roster request is received from one of our country offices.
Key Tasks
Restoration and management of power, communications and IT:
Lead or manage the set up or scale up of emergency responses ensuring safe power, voice & data communication and IT functions
Complete needs assessment to understand and prioritise short and long-term power, communications and IT needs,
Creation of an ICT operational management plan
Carry out the physical set up of power, communications and IT systems
Initially utilizing portable technologies such as BGAN as the response advances
Thereafter facilitate high capacity semi-permanent communications using technologies such as VSAT
Coordination & Representation:
Liaise with and represent Plan International at meetings with key in-country donors, UN agencies such as Emergency Telecomms Cluster and peer agencies such as NetHope, ensuring a high level of coordination, identifying funding opportunities and potential for strategic partnerships.
Provide advice and support to senior management on power, voice, data & IT communication issues and collaborate with staff on budgets, and IT aspects of the programme, and implementation mechanisms as required
Provide training and capacity building as required
Supply chain and logistics:
Establish the ICT supply chain and resource local IT officers.
Ensure that technical equipment procured meets the Plan International standards
Support senior logistics staff ensuring clear division of responsibilities and clear objectives to enable the them to meet the responses power and comms needs and ensure appropriate and cost effective implementation based on infrastructure needs
Identify and maintain an inventory of all disaster response ICT equipment
Media & Communications:
Provide technical support to CDs and visiting DRM and communications staff to enable media work
Ensure ICT elements are included in sitreps
Skills and Experience
Needs assessment and surveying skills
Planning and project management skills
Experience of managing costs and preparing a telecoms budget
Familiar with fixed and mobile satellite communications, Mobile technologies (e.g. 3G, mobile data collection), computer hardware and maintenance, setting up networks LAN, WAN, Wifi, Point to Point connection, GPS, BGANs, VHF and UHF Radio
Experience in mobile device rapid assessments tool
Experience of working in Field locations.
Experience of working in disaster response advantageous but not essential
FITTEST or other equivalent ICT in emergencies training an advantage.
Hostile Environment Awareness Training
