Program Overview
Pathfinder International, as Sub-Recipient (SR) has signed a grant for the period ending December 2017 with the Principal Recipient (PR), Family Health International (FHI360) funded by the Global Fund.
Pathfinder will support comprehensive HIV services in areas, namely Anti-Retroviral Treatment (ART), Prevention of Mother-to-Child Transmission (PMTCT) programming, HIV Counseling and Testing (HCT), and Integration of HIV and TB with Sexual and Reproductive Health (SRH) services in Sokoto, Zamfara, Kebbi, Jigawa, Katsina and Gombe States.
Position Purpose
The Snr. Laboratory Officer will report to the Ass. Director, GF-HIV and coordinates the delivery of high quality laboratory services required for HIV/AIDS care and treatment services at PI supported States. Incumbent will provide leadership in all laboratories supported by PI focusing on HIV-TB.
Key Responsibilities
Provide technical expertise and coordinate services needed to implement high quality clinical laboratory services.
Develop long range business plans and implement growth strategies, analyze and manage financial performance and coordination of all laboratory services to ensure optimal synergies of service and quality
Coordinate the design, planning and implementation of laboratory services according to national and international standards ensuring compliance with all applicable local, state and federal regulations
Develop guidelines, tools, SOPs and recommendations related to implementation, monitoring laboratory total quality management in high technology laboratories
Plan, direct and evaluate work of laboratory personnel; ensuring that test results are recorded and accurately reported
Control physical inventory of supplies and reagents, decisions on the purchase of analytical equipment, correlation of new procedures and assays, policy and procedures review and supporting documentation
Collaborate with other managers and health care workers to establish and maintain laboratory services to support public health programs and disease control in the community
Basic Requirements
Bachelor of Science/Health Science Degree in Medical Lab Science from an accredited school. Master’s Degree an advantage
At least 6-7 years of cognate experience and 5 years for Masters degree holders
Ability to demonstrate thorough knowledge of the current principles and techniques surrounding the management of laboratory services
Thorough understanding and knowledge of financial and operational systems of the lab
Familiarity with standards and federal/state regulations affecting the laboratory and laboratory practices within a hospital environment
Ability to demonstrate independent judgment, knowledge of regulatory agency standards
Experience in laboratory information systems
Experience in a clinical lab setting in the areas of molecular diagnosis, viral load determination, drug resistance testing, genotyping and nucleic acid sequencing will be an advantage
Working knowledge of public sector health system, donor agencies, NGOs and CBOs is required
Knowledge of regulatory agency standards
Registration with the Laboratory Science Council of Nigeria
Ability to travel (50%) in core Northern states
Good oral and /written communication skills.
Mature, responsible and able to meet deadlines under pressure and work with minimal supervision
Fluency in both written and spoken English in addition to Hausa language required.
